Nora Vance leaned over a low wooden bench where her seven-year-old daughter, Maya, sat shivering inside an oversized yellow raincoat. Maya’s breath came in ragged, wheezing gasps—an acute allergic reaction triggered by damp cedar spores during their sudden departure from their home in Portland.
Nora carried a portable nebulizer unit and two vials of liquid albuterol to the checkout counter. Her fingers were trembling as she slid her primary corporate card through the card reader. The screen flashed red: TRANSACTION DECLINED - CONTACT ISSUING BANK. She swallowed down the knot in her throat and tried her personal debit card. The machine let out a sharp double beep: ACCOUNT FROZEN BY COURT ORDER.
