Freezing rain misted off the sheer concrete monolith of the Diablo Gorge Hydroelectric Dam, carrying the bitter, metallic scent of churning mountain runoff. Forty meters above the white-water spillway basin, the wind shrieked through the open-lattice steel of the lower inspection gantry.
Nora Vance stood on the slick expanded-metal grating, her work boots locked in a stable stance despite the vibrations shivering through the superstructure. She wore a high-visibility harness weighted with diagnostic transducers, her oil-stained canvas jacket soaked through at the shoulders. Rain droplets clung to the dark stray hairs pulled loose from her hardhat harness.
