The autumn deluge came over the Cascade Crest like a heavy curtain of iron and ice. For three straight days, unseasonal atmospheric rivers had pounded the upper basin of the Stillwater River, turning modest mountain streams into brown, debris-choked torrents that stripped Douglas firs from the granite slopes. Inside the timber-framed control office of Thunder Ridge Hydroelectric Station, the air smelled of ozone, damp wool, and cold grease. Rain slammed against the reinforced windows with the rhythmic violence of gravel thrown against glass.

At 16:30 hours, the remote telemetry screen monitoring the lower auxiliary bypass channel flashed crimson, emitted a low warning chime, and went dark.
