At 1:14 on a rain-lashed Thursday morning at Breaker Point Lock, Senior Harbor Inspector Marcus Vance spotted the silhouette near the lower spillway gear house and knew every protocol in the manual demanded an immediate security lockout. The Pacific Northwest gale had not eased since dusk. Freezing saltwater mist swept across the narrow catwalk, carrying the heavy stink of diesel fuel, wet timber, oxidized iron, and cold foam churned up from the jagged reefs outside the bay. A heavy chain clattered rhythmically against the concrete bulkhead, its dull echo swallowed instantly by the roaring surge of the Pacific.

Then Marcus saw her hand resting flat against the frozen iron casing of the primary intake turbine. She was not leaning for balance. Her palm pressed firm against the vibrating metal casing as though she could diagnose the machine's internal heart through four inches of forged steel. Her waterproof oilskins were torn along the left shoulder, revealing a dark, waterlogged sweater beneath. Her heavy leather boots were encrusted with crushed gravel and gray clay from the coastal cliffs. A dark, ugly hematoma stretched from her cheekbone down toward her throat, the signature discoloration of a violent impact sustained hours earlier.
