The cavernous interior of the Blackwood Library smelled of cured Douglas fir, ancient iron rivets, and the damp salt breeze drifting off Cedar Point’s harbor. High above the polished parquet floor, massive vaulted timber trusses spanned the ceiling like the ribs of an inverted wooden galleon. Thirty-one-year-old Maeve Sterling stood on the upper scaffolding catwalk, her brass measuring calipers clasped tightly in one hand while her laser distance meter projected a thin crimson dot against the central keystone beam.

Below her, the heavy oak doors opened with a deep, echoing thud. Harlan Montgomery stepped across the threshold. He wore a perfectly tailored charcoal wool overcoat, his silver hair neatly styled, and his leather briefcase carried with the casual ease of a man who believed every room he entered belonged to him by right of presence. Beside him walked Teresa Chen, the chief municipal inspector for the district, holding an electronic tablet.
